Regional Planning Guidance notes are the top layer in the planning process which cascades from Regional Planning Guidance through County Structure Plans to Local Plans, and which re-starts every 5 years. In practice, the cycle takes well over 5 years, so RPG for the next cycle begins before the Local Plans for the previous cycle have been finalised. Under the new arrangements, Regional Planning Guidance notes are being replaced by Regional Spatial Strategies, and Local Plans by Local Development Frameworks.
